NIH Announces Delay in Transition of K, F, T and Complex Grant Programs
NIH has announced that they have delayed the timeline for transition to electronic submission for the following mechanisms: K, F, T, D and complex mechanisms (P & U). These mechanisms were previously scheduled to transition no later than October 2007. NIH has not specified a new timeline, but has indicated that it will be issued as soon as possible.
Please note that the mechanisms that are scheduled to transition to electronic submission this May (G7, G8, G11, G13, G20, S11, S21, and S22) will still transition. All applications in response to announcements for these programs must be submitted electronically through Grants.gov.

Statement on the use of the Native Macintosh PureEdge Viewer
In late November, Grants.gov made an "early release" Macintosh version of the PureEdge Viewer available for
download. At this time OSP cannot recommend this software for use.
There are several limitations in the software, the most notable being:
- Occasional crashes and subsequent loss of any unsaved data
- Inability to submit large applications (greater than 20-40 MB
depending on your system and network)
- Inability to run on Intel-based Macs or any Mac OS version
prior to 10.4.6
- No support for screen readers for visually impaired users
- Support for the Macintosh version is also available only from the
vendor and not from Grants.gov directly.
Because of these (and other limitations) the Office of Sponsored
Programs is recommending that people not use the software until a finial
and stable version is released. Macintosh users are encouraged to use
Emory's Citrix environment to prepare their application packages.

Reinstitution of Departmental and Task Assignments by Analysts in OSP
Effective December 5, 2006, OSP will reinstitute assignments of OSP sponsored research analysts to departments/schools/units for support of all pre-award grant proposal and award functions. Certain sponsored research analysts will be specifically handling corporate contracts, other agreements (foundation, etc.) and incoming/outgoing subcontracts. Please see the assignment lists at the links below – by department/task and by analyst.
Additionally, you will note that teams of analysts have been established to provide overlap and cross-coverage support, as needed, to maintain work and service flow. However, in order to maintain consistency in assignments, please contact your designated analyst for all matters as assigned and only contact the other members of the team if your designated analyst is out of the office.

NIH Funding of Non-Competing Continuation Grants
The Department of Health and Human Services continues to operate on a continuing resolution (CR) that currently extends through Nov. 17, 2006. The CR applies the terms of the FY2006 appropriations for the period covered by the CR. Until the final FY2007 appropriation is enacted, NIH will be issuing non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 80% of the previously committed level). NIH will consider upward adjustments to these levels after the final appropriation is enacted, but expects institutions to monitor their expenditures carefully during this period.
Questions regarding adjustments applied on individual grant awards may be directed to the Grants Management Specialist identified on the Notice of Award.

Additional Information for Emory
NIH may possibly be taking a different position on type 5 applications (non-competing continuations), regarding the carry-over of funds. In the last few days Emory has seen a significant increase in emails from the NIH financial staff asking for exact verification of carryover funds. Several years ago when the NIH budget was tight, NIH made a decision to take the carryover funds and reduce the next year's award by the exact amount of the carry over funds. NIH maybe considering the same tactic, if the FY06 budget appropriation is lower than they expect.
New Indirect Cost Rate Agreement Date
Due to the negotiation of new fringe benefit rates, Emory University's
negotiated Indirect Cost Rate agreement date is now June 23, 2006.
All federal proposals for which this information is requested
(such as on the NIH checklist) should reflect the new date.
